Up until recently, most of the special education services that were provided in segregated settings. South Korea is now facing the challenges with providing individuals with necessary services. South Korean special education policy has been influenced by US policy and UN guidelines. The amount of students who need special services is significantly lower than the amount of students in need in the US. Due to the fact that students who needed special services would be segregated, parents were resistant to pursuing services for their children.
I feel that South Korea makes it seem as if those students with special services are not as good as those students who don’t. Segregating students just because they need special services is not going to help them develop and overcome their obstacles. It seems that the parents of the children are embarrassed to have their child involved in a special service. Special education should be an option in any school, to any grade. Those students should not be discriminated because of their disabilities.
Special education is oriented towards inclusive education. It is an effort to guarantee the right to learn without discrimination for students with disabilities. special schools were provided to instruct and educate them about skills they need for daily living. It was for all ages. In 1994, improvements were made to expand an provide fair and appropriate special education opportunities. In 2007, improvements were made again. 65% of students with disibilits were exposed to inclusive education. They were not included in general classroom programs. More special classes were opened by regular schools but mostly for students at the elementary level making it harder for students with disabilities to progress to higher education.
I feel that South Korea and the government realized the lack of programs they had for students with special needs. It is obvious that they tried and currently still try to create more opportunities for those students. I agree with the ideas that the new laws are focusing on. However, I still don’t think its right that children with disabilities are segregated and are not included with the general classroom.
South Korea has been influenced by theories and practices from other countries. Modern special education was introduced by a medical missionary from the US who taught braille to a blind girl. In 1949, the Education Act established special schools and classes for students with disabilities, only in the public schools. 6 years of elementary school and 3 years of middle school are compulsory in South Korea. Children with disabilities get compulsory education and free education for the 3 years before entering elementary school and the 3 years of high school. There are special classes at general schools and there are also special schools. Special schools are fore children with severe disabilities.
I understand the idea of the two separate categories within special education in South Korea. I think it is beneficial to have special schools because there are children who have more severe issues and cannot function in a regular school, with regular students. The special classes are for students who are more functional but need full time services. There are also resource rooms for students who need part time services. I think it’s a great idea to have these separations because there are students who need more services than others do.
Under the Special Education Promotion Law, it assures the quality of education for students with disabilities, the ministry develops instructional material for students and teachers, provides in service teacher training programs on curricular revisions and supports the placement of teacher aides. It promotes free education to students with disabilities. The law was changed into the Special Education Law for the disabled and those with special needs.
The country is clearly doing what it takes to make access to these special programs easy for children. Special programs for disabled children can be expensive, but with providing free education it helps out families and makes it possible for children to receive the programs that are essential for them.
People with disabilities are supposed to register at the local government office to allow federal and local governments to establish an efficient welfare system based on the number of people with disabilities and their conditions. There is a 6-tier system that categorizes the severity of disability conditions. A number is given to each registered person and tier 1 is the most severe. The amount of disabled children is higher than known because parents are reluctant to register them.
It is beneficial to have a system like the 6-teir system. Obviously, those who have more severe issues need to have more help. By using this system it also groups people together with the same type of disability. It allows the government to provide the accurate help that each person needs.
Before researching this question, I did not think that South Korea offered much Special Education. However, I was wrong. South Korea has a history of not providing help for those who are "different." South Korea is mostly a homogeneous country, where differences are often not accepted. As the country realized that special education programs needed to be implemented they began creating laws and setting up programs for disabled students. Over the years, these laws have been revised to benefit the country and the children who need special programs. Due to the improvements of the special education offerings, parents are more likely to enroll their children to receive the education and help that they need. South Korea is slowly but surely understanding that each individual deserves a good quality education regardless of their disabilities or incapabilities.
I think that the Rhode Island schools could be better than they are right now. I feel that the state needs to focus on things that will benefit the students as a whole, regardless of what part of the state they live in. New laws and systems need to be implemented because it is obvious that the strategy being used right now is not giving the best results. I think focusing on more what the children need rather than thinking about what the parents say or what teachers believe is best, letting the children express their desire to get a good education. I am not from this state, and before I came to school here, I knew that Rhode Island's schools were not too great. Residents here, who attend school know that their school can be better. I think listening to what the students what or think they need is very beneficial to the state and the school district.
